It is better that you decline their offer and full up the tank before you return the car. this way you will only pay for what you use. It is un-wise to return the rental less than tank full as most cheap auto rental operations charge a premium rate of Gas. (Another way for them to make money)
Always Return the Rental in Time ( No Early – No Late)
It is very surprising to discover that you can be charged a fine if you return the rental auto-mobile a day before they are expecting. Also if you return it late. You might have to pay for the full day rent. Always return rental vehicles on time to save extra costs.
